On Monday, Prime Minister Mark Carney is scheduled to convene in St. John’s with Newfoundland and Labrador Premier Tony Wakeham and Quebec Premier Christine Fréchette for a significant announcement related to energy security and economic development.
Discussions surrounding a potential new agreement concerning Churchill Falls energy have intensified recently. Fréchette is confirmed to visit Newfoundland to finalize the agreement. Wakeham’s office has officially announced the presence of Fréchette, Quebec’s Energy Minister Bernard Drainville, and Hydro-Québec’s president and CEO, Claudine Bouchard, at the meeting on Monday.
Hydro-Québec has also issued a notice inviting journalists to a closed briefing on Quebec’s energy security announcement scheduled for 11 a.m. on Monday. The briefing will be conducted by Dave Rhéaume, Hydro-Québec’s executive vice-president.
Simultaneously, a media technical briefing by Natural Resources Canada is set to take place in Ottawa at 10:30 a.m. NT. Wakeham’s office has disclosed limited details about the announcement, revealing only that the event will be held at 1:45 p.m. NT in St. John’s.
Additionally, it has been confirmed that Prime Minister Carney will be present at the event. The new agreement, as per sources with inside knowledge, includes a guaranteed transmission access of 985 megawatts through Quebec, allowing Newfoundland and Labrador to sell up to that capacity to external markets.
The agreement also stipulates a significant increase in electricity allocation for both provinces compared to the previous memorandum of understanding. Quebec is expected to receive approximately 10,000 megawatts, while Newfoundland and Labrador could obtain between 2,350 to 3,000 megawatts.
To achieve higher electricity production, the agreement involves the development of a more powerful hydroelectric facility at Gull Island and an increase in generating capacity at the existing Churchill Falls plant. Unlike the previous agreement in 2024, this new deal also incorporates wind power.
